A PCI PIN assessment in Dubai and the wider UAE is needed by acquiring banks, processors, terminal providers and key injection facilities that handle PINs or the keys that protect them. It must be carried out by a PCI SSC Qualified PIN Assessor (QPA), it sits alongside Central Bank of the UAE requirements rather than replacing them, and it normally involves on-site work in secure rooms and at key ceremonies.

Dubai is one of the main payment hubs between Europe, Africa and Asia. Banks, processors, fintechs and terminal providers based in the UAE handle PIN transactions for customers across the Gulf and beyond. Sovereign Secure is a PCI SSC-approved QPA company with an office in Dubai, as well as a QSA and Card Production Security Assessor, so PIN security and wider PCI compliance in Dubai can be planned as one programme. This guide explains who needs an assessment in the UAE, how the process works, what drives the effort and what to look for when choosing an assessor.

Key takeaways

  • QPAs assess compliance with the PCI PIN Security Requirements; the qualification is separate from QSA.
  • Acquirers, processors, terminal providers and key injection facilities in the UAE are the organisations most likely to need an assessment.
  • PCI PIN is enforced by the payment brands and sits alongside, not in place of, UAE regulatory requirements.
  • Most findings relate to key management records and dual control, not algorithms.
  • A locally based assessor makes on-site work, key ceremonies and follow-up visits easier to schedule.

Who needs a PCI PIN assessment in Dubai and the UAE?

The organisations most likely to be in scope are:

  • Acquiring banks that process PIN transactions from ATMs and point-of-sale terminals.
  • Payment processors and switches that receive, translate or route PIN blocks.
  • Terminal providers and managed service providers that deploy and manage PIN entry devices for acquirers or merchants.
  • Key injection facilities (KIFs) that load cryptographic keys into terminals.
  • Organisations supporting remote key distribution, such as certification and registration authorities.

The payment brands decide who must validate and how. Visa, for example, registers third-party agents that perform key management and terminal services as Encryption Support Organisations (ESOs). If you are unsure whether you are in scope, your acquirer or brand contact can confirm it. Our guide to what PCI PIN compliance means covers the standard itself in more detail.

What does a Qualified PIN Assessor do?

A QPA examines how PINs are protected from the moment they are entered until they reach the issuer, and how every cryptographic key in that chain is generated, distributed, loaded, used, stored and destroyed. The current standard, the PCI PIN Security Requirements and Testing Procedures v3.1 (published in March 2021), is organised into seven control objectives containing 33 requirements. Normative Annex A covers symmetric key distribution using asymmetric techniques (remote key loading) and Normative Annex B covers key injection facilities, so part of scoping is deciding which annexes apply to you.

PCI SSC runs separate programmes for each of its standards, so the assessor you need depends on what you do:

Qualification Assesses Typically needed by
Qualified PIN Assessor (QPA) PCI PIN Security Requirements Acquirers, processors, terminal providers, key injection facilities
Qualified Security Assessor (QSA) PCI DSS Banks, processors, merchants and service providers handling card data
Card Production Security Assessor (CPSA) PCI Card Production and Provisioning requirements Card manufacturers, personalisation bureaux, provisioning services

Many organisations need more than one, and a firm that holds all three can plan the assessments together.

How does PCI PIN fit with UAE regulation?

Banks and licensed payment service providers in the UAE are supervised by the Central Bank of the UAE. Firms in the Dubai International Financial Centre are regulated by the Dubai Financial Services Authority, and firms in Abu Dhabi Global Market by its own regulator. These bodies set their own requirements for information security, outsourcing and operational resilience.

PCI PIN is different. It is an industry standard, enforced contractually by the payment brands. There is overlap, for example in cryptography, access control and physical security, and good PIN security evidence helps with regulatory reviews. But a PCI PIN assessment does not replace regulatory obligations, and regulatory compliance does not replace a PIN assessment.

What happens during a PCI PIN assessment?

Stage What happens Output
1. Scoping Identify every location, system and process that handles PINs or PIN-related keys: HSMs, host systems, terminals, key loading devices, secure rooms and third parties Agreed scope, including which annexes apply
2. Gap analysis Compare current practice with the requirements Remediation plan with owners and dates
3. Remediation Close the gaps: key blocks, procedures, custodian records, HSM settings, secure room controls Updated procedures and evidence
4. Formal assessment Document review, interviews with key custodians and security officers, HSM configuration review, on-site inspection PIN Report on Compliance and Attestation of Compliance
5. Follow-up Verify corrective actions and support submission to the brands Evidence of closure

Scoping deserves extra care for organisations with operations across several GCC countries, because each site that handles keys or PINs can be in scope. Remediation in PIN environments can involve new hardware, re-keying or changes to key exchange with partners, so starting months before your deadline is sensible.

Can a PCI PIN assessment be done remotely?

Partly. Document review and some interviews can take place remotely where PCI SSC and payment brand rules allow. Inspecting secure rooms, observing key loading and checking physical controls normally need an assessor on site, which is where a Dubai office makes scheduling easier.

What are the most common PCI PIN findings?

  • Key blocks. Symmetric keys stored or exchanged outside key blocks, such as ANSI TR-31, which bind a key to its permitted use.
  • Custodian records. Out-of-date custodian lists, missing signed agreements, or no clear record of who held which component and when.
  • Dual control gaps. HSM settings that let one person perform sensitive functions, or key ceremonies with only one authorised person present.
  • Incomplete inventories. Keys, HSMs or terminals missing from inventories, or with no defined cryptoperiod.
  • Destruction records. Keys or components destroyed without a witnessed, documented process.
  • Physical security. Secure room access lists that include people who no longer need access.

None of these needs new technology. They need disciplined procedures and records, which is why preparation matters more than budget.

How do you choose a Qualified PIN Assessor in Dubai?

Check How to verify
Qualification Confirm on the PCI SSC website that the company and the individual assessors are currently qualified as QPAs
Experience with your role Ask about work with entities like yours: an acquirer’s host environment is different from a key injection facility
Local presence Check where the assessors are based and whether they can attend key ceremonies and follow-up visits at short notice
Related qualifications If you also need PCI DSS or card production assessments, check for QSA and CPSA status as well
Clarity and independence Ask how findings are reported and how early you will hear what the evidence needs to show

What affects the cost of a PCI PIN assessment in the UAE?

Effort, and so cost, follows scope. The main drivers are:

Driver Why it changes the effort
Sites and secure rooms Each location that handles PINs or keys needs inspection, including sites in other GCC countries
Key hierarchies and HSMs More keys and devices mean more inventories, configurations and records to test
Annex A and Annex B Remote key distribution and key injection add their own requirements and evidence
Key ceremonies Ceremonies the assessor must observe need to be scheduled on site
Readiness Gaps found late mean extra fieldwork and follow-up visits

A gap analysis before the formal assessment is usually the best way to keep the final assessment predictable. Our PCI PIN security audits page explains how we scope the work, and you can contact us with your entity type, sites and HSMs for a quote.

Do you also need PCI DSS or card production assessments?

Often, yes. An acquirer or processor that handles PINs almost always handles card data too, so it needs a PCI compliance audit against PCI DSS as well; our PCI compliance services cover PCI compliance in Dubai and the wider UAE, and our free PCI compliance check gives a first view of that side. Card personalisation bureaux fall under the PCI card production standards, and facilities that load keys into terminals may need a dedicated key injection facility assessment. Planning these together means one scope, shared evidence and fewer site visits. Our hardware penetration testing of ATMs and POS terminals can support the same programme.

What is the difference between a QSA and a QPA?

A Qualified Security Assessor (QSA) assesses compliance with PCI DSS, which protects cardholder data. A Qualified PIN Assessor (QPA) assesses compliance with the PCI PIN Security Requirements, which cover PIN processing and cryptographic key management. They are separate PCI SSC qualifications.

Who decides how often we need a PCI PIN assessment?

The payment brands and networks, not the PCI SSC. They set validation requirements and frequency, which depend on your role in the payment chain, so confirm the requirement with your acquirer or the relevant brand and keep controls operating between assessments; see PCI PIN security audits.

Can a UK-headquartered QPA carry out assessments in Dubai?

Yes, provided the company and its assessors hold a current PCI SSC QPA qualification that covers the region. Sovereign Secure has an office in Arjan, Dubai, which makes on-site work in the UAE easier to schedule.

Does a PCI PIN assessment satisfy Central Bank of the UAE requirements?

No. PCI PIN is an industry standard enforced by the payment brands. UAE regulators set their own requirements, which overlap in areas such as cryptography and access control but also cover governance and reporting outside PCI's scope.

Is an on-site visit needed for a key injection facility?

Normally, yes. The assessor needs to inspect the secure room, observe or review key loading under dual control, and check physical security, which is difficult to verify remotely.

How do I check that a QPA is genuine?

Search the PCI SSC website's list of Qualified PIN Assessor companies and confirm the company is listed and in good standing. Ask for the names of the individual assessors who will do the work and check their qualification too.

Is a PCI PIN assessment mandatory in the UAE?

Not under UAE law. It is a contractual requirement set by the payment brands and networks for organisations that process PINs or manage PIN-related keys, so if you are in scope your acquirer or brand contact will expect it whichever country you operate from.
